QUADRAMED PRESENTS LOUDOUN HEALTHCARE WITH PRESTIGIOUS JELINEK AWARD


Mission Hospitals Receives Second Place Honors at Annual Ceremony


Reston, VA — September 22, 2004 — QuadraMed® Corporation (Amex: QD) today announced that Loudoun Healthcare, Inc., Leesburg, Virginia, has been selected to receive the annual "Richard C. Jelinek Vision Award" for 2004. This award, which includes a $5,000.00 donation to the recipient healthcare institution, was presented today during the annual QuadraMed User Group Conference in Orlando, Florida. Mission Hospitals, Asheville, North Carolina received second place honors and was presented with $1,000.00.

The award is named in honor of Dr. R. C. Jelinek, a pioneer of patient care delivery technology. It recognizes hospitals for their innovative and creative use of QuadraMed WinPFS®, a patient acuity, productivity and benchmarking system employed to optimize nurse resources within the institution. Users of this system track patient populations, automate productivity and budgetary measurements, and allocate valuable nursing resources to ensure every patient receives optimum care based upon their individual needs.

Each year participating healthcare organizations nationwide submit abstracts of their entries for review. The finalists then present peer reviewed oral presentations during the QuadraMed User Group Conference.

Representing Loudoun Healthcare were Lisa Dugan, RN, MSN, Director of Critical Care, and Donna Johnson, RN, ESN, Clinical Nurse Supervisor, who presented for the institution and accepted the award.

The Loudoun Healthcare presentation was entitled "Utilization of the Indicator Detail Report to Discharge Patients During a Disaster." Located in the Washington, DC metropolitan area, the hospital is also in close proximity to Dulles International Airport.

This presentation detailed the use of an automated system (WinPFS) to help produce a strategic plan to care for mass casualties in the event of a natural disaster or a terrorist incident. In the event of such situations, the state of Virginia requires hospitals to be prepared with what is called a "Surge Capacity Plan." Such plans call for the facilities to expand their capacity to receive mass casualties. To do so, hospitals must cancel all elective procedures, discharge as many patients as possible and call in extra staff to assist with patient care.

To ensure this process is both safe and efficient, the nursing staff of Loudoun Healthcare has adapted the QuadraMed acuity, productivity and benchmarking system to produce an accurate list of patients who can be rapidly discharged in a crisis situation. A highly successful 30-day test of the system was conducted this summer, and it has now been integrated with the hospital's Emergency Management Plan. Details were provided to the peer reviewers at the User Group Conference for consideration by their respective institutions.

Mission Hospitals was represented by Brenda Shuford, RN, Management Systems Coordinator, and Management System Specialists Teri Freeland, RN and Holly Norton, RN. Their presentation, "Cardiovascular Intensive Care Productivity Analysis," gave an in-depth view of successfully implementing QuadraMed WinPFS to more effectively and efficiently manage daily and ongoing operations in a Cardiovascular ICU. This includes nurse-to-patient flow processes, accuracy of patient classification, and appropriate capture of staffing needs for recovery patients.
